Utah Commercial Energy & Utility Guide

Commercial electricity and gas rates, energy market structure, regulations, and utility providers for property managers operating in Utah.

Energy Market Overview

Regulated MarketUT

Utah has a regulated electricity market served primarily by Rocky Mountain Power (a division of PacifiCorp/Berkshire Hathaway Energy). Commercial customers cannot choose their electricity supplier. The Utah Public Service Commission regulates rates. Some municipalities operate their own electric utilities.

What this means for property managers:

In Utah's regulated market, your utility provides both generation and distribution at rates set by the state public utility commission. While you cannot choose your electricity supplier, you can optimize costs through rate schedule analysis, demand management, and participation in utility efficiency programs.

Regulated Market

Rates are set by the public utility commission. No supplier choice available.

Rocky Mountain Power rates increasing 6-8% to fund the coal-to-renewable transition and transmission infrastructure investments for the Gateway West project.

Energy Regulations & Benchmarking

No Statewide Benchmarking

Utah has no statewide energy benchmarking or building performance mandates. Salt Lake City has adopted its own climate action plan and is exploring benchmarking for commercial buildings. The state's Community Renewable Energy Act allows municipalities to set renewable energy goals and work with Rocky Mountain Power to develop programs.
